Vice President of Sales
Phil Dailly
Phil Dailly is the Vice President of Sales at RollKall Technologies, LLC, and a former police sergeant with more than three decades dedicated to law enforcement and public safety. He began his career with the Baltimore City Housing Authority Police after graduating as valedictorian of his Baltimore City Police Academy class. As an officer and sergeant, Phil served in a variety of assignments, including Patrol, Tactical Operations Unit, and on the HIDTA task force, where he and his partner earned a letter of commendation from the Federal Bureau of Investigation.
His years as a sworn officer gave him firsthand experience with the role secondary employment plays in officers’ lives, as well as the administrative burden and risk agencies face in managing these programs. After leaving law enforcement, Phil turned that experience toward helping public safety agencies put technology to work.
Phil began his public safety technology career with General Dynamics Itronix, supporting law enforcement, fire, emergency response, and utility agencies across a multi-state territory. In 2010, he joined ShotSpotter, now SoundThinking, where he spent more than 16 years helping agencies adopt technology to support safer communities.
During his tenure, Phil held a series of sales and leadership roles, including leading the ShotSpotter Solutions Group, before serving as National Vice President of Sales, Public Sector. He helped more than 100 agencies adopt new public safety technology while building teams focused on solving real operational challenges and delivering long-term customer value.
Today, as Vice President of Sales at RollKall, Phil leads the company’s sales organization and works with law enforcement agencies to modernize secondary employment programs. His focus is helping agencies replace fragmented, manual processes with technology that gives them greater oversight, accountability, and control while making it easier for officers to find work and get paid.
Phil brings a rare perspective to that mission: experience wearing the badge combined with more than 25 years helping public safety agencies adopt technology. That perspective shapes how he approaches every agency relationship, with an understanding of the people doing the work, the leaders responsible for overseeing it, and the communities they serve.
